Study Overview

The Vergennes PEL Study evaluated transportation alternatives that would reduce the impact of large truck traffic on VT Route 22A and Downtown Vergennes, while seeking ways to enhance the quality of life and economic vitality for residents in the City and surrounding towns.

Primary outcomes of the Vergennes PEL Study are:

  1. The development of a Purpose and Need Statement
  2. The identification of transportation alternatives that address the Purpose and Need Statement

These alternatives will then be carried into a future environmental review which is required under the National Environmental Policy Act (NEPA)  when federal funds are used, along with the identification of integrated land use plans for communities potentially impacted by transportation improvements.

The Vergennes PEL Study was managed by VTrans Planning staff with coordination assistance from the Addison County Regional Planning Commission (ACRPC), using state and federal transportation funds provided through the VTrans Capital Program.
